You could do them both in one day, but make sure you leave enough time for a long visit to Vindolanda as there is so much to see there. Two hours st the Roman Army Museum is probably long enough but we spent ages at Vindolanda. At the Army Museum you can also walk up to the Roman Wall which needs to be added - maybe an hour- if you want to do that too. It would be pretty tiring to do them both in one day though
