As of December 8, website says it is "now closed for renovation and will reopen Spring 2018." You could call or send an email but it looks like the museum will be closed on Dec. 17.

Yes you can get there by public transportation and yes it is free. However, as of Dec 2017, the museum website notes that it is closed until spring, 2018.
