The path is mainly mud and pebbles so if there is/has been rain it will be slippery. I wouldn't call it dangerous for folks that are used to physical activity but it wont be pleasant if you are battling strong winds, the damp and the cold. The beauty of the walk is the view so you want to select a non cloudy day (if that is at all possible). Again depending on what length you choose to walk I think it is possible to do the shortest one in December.
