Oscar L. Leal-Mendoza, 19, was arrested at the scene and faces unlawful-street-takeover and reckless-driving charges, police said. On nearby North Marine Drive, 18-year-old Nicole R. Bell was stopped after speeding at almost 100 miles per hour, police said. She faces reckless-driving, attempt-to-elude and resisting-arrest charges.
