Gov. Gavin Newsom has a new strategy to eliminate the large, long-standing homeless encampments that have been a thorn in his side throughout his administration: Push cities to make them illegal.

Saying that there are no more excuses, California Gov. Gavin Newsom on Monday released a model ordinance for local municipalities to address homeless encampments, along with announcing new funding for treatment and housing.

The governor's plan prohibits persistent camping in a single location, prohibits encampments that block sidewalks and requires local officials to provide notice and make every reasonable effort to identify shelter.
