The Israeli military drastically underestimated the capabilities of Hamas before its attacks on Israel on October 7, 2023, and "failed in its mission to protect Israeli civilians", a summary of an Israeli military investigation published on Thursday said.

In a rare public reckoning, an internal Israeli military probe has acknowledged its “complete failure” in preventing the October 7, 2023, Hamas attack, which resulted in the deaths of hundreds of Israelis.

The highly anticipated public findings, the first from its internal inquiries into the devastating Hamas-led attack, do not apportion individual responsibility, though officials said that may come later.
