Hurricane Rafael has strengthened into a Category 3 storm as it approaches the western coast of Cuba, according to the National Hurricane Center.

HAVANA (Reuters) -Tropical Storm Rafael gained steam late on Monday as it churned northward toward Cuba, which is still struggling to recover from a nationwide blackout and hurricane two weeks ago.

A powerful Category 3 hurricane brought massive waves that lashed at Havana’s shores as sharp winds and rain whipped at the historic cityscape.
